Ukraine’s role in the 2016 race is undeniable: In the summer of 2016, Kiev’s release of the so-called “black ledger” resulted in Manafort’s ouster from the Trump campaign. The actions of foreign actors—however well-intentioned—directly impacted an American election.
One would imagine Washington media and lawmakers—who spent three years combing through every aspect of Moscow’s interference in our election—might direct similar attention to Kiev’s impact. Yet the Ukrainian angle barely made headlines.
If we want to get serious about safeguarding our electoral process from all foreign actors, not just Moscow-based ones, it’s time to examine Ukraine as well.

The whole enterprise by which the Russian ratfckers would be shielded from suspicion by having that suspicion instead cast upon Ukraine—the fantastical theory that lay behind the president*'s extortionate demand of Ukrainian President Volodymyr Zelensky—was a crucial part of the strategy by which the Russian ratfckers would assist the president*'s 2016 campaign. It was the alibi-in-reserve, and it was deployed.
After the campaign learned the DNC had been hacked, Manafort pushed the theory that Ukraine, not Russia, had orchestrated the attack. It’s a conspiracy theory that’s persisted in right-wing circles, even after the US Intelligence Community concluded Russia was involved, and one that Trump brought up in his July 2019 call with Ukrainian President Volodymyr Zelensky.

We now know that Ukraine at most had the unfortunate situation of investigating Manafort beginning in 2014 before he even joined the Trump campaign. Manafort worked with the former Ukrainian President Yanukovich until his removal from power in February 2014 as a result of the 2014 Ukrainian revolution. He is currently in exile in Russia and wanted by Ukraine for high treason.
Ukraine had the US had a well-established tradition of cooperation between the two countries in criminal investigations, based on the provisions of a Mutual Legal Assistance Treaty (MLAT) signed by the two countries in 1998.
In 2014 as a condition for Ukraine to receive aid from the US and the European Union it signed an evidence-sharing agreement with the FBI in late June — less than a month and a half before it released the ledgers.
Manafort has been the target of the FBI since 2014 documents filed by special counsel Robert Mueller’s team show that the FBI interviewed Manafort in March 2013 and July 2014. Past reports have said Manafort first became a target in 2013 This is way before Manafort started with for the Trump campaign. Manafort didn't start working for Trump until June 2016.

He joined the Trump campaign. The FBI was not going to stop because Manafort joined the Trump campaign for the period June 2016 until he left in August 2016. If other members of Trump's campaign came to the FBI's focus a result of Manafort joining the campaign it would have been unavoidable. The FBI was gathering information from Ukraine as per the agreement the US had with them. Ukraine was not co-operating because of trying to interfere in the 2016 election as they had
already began investigating Manafort way before dating back to 2014 as a result of his ties with the former President of Ukrainian Yanukovich that was suspected
of financial crimes and high treason.
