You are asking the wrong questions.

Here's a better one: why are South American countries that have not formed close alliances with the U.S. been the only ones to manage basic good government?
This is quite true. The question becomes, 'How do you deal with it?'.
One side thinks an pouring of sympathy and regret be expressed by opening the border to hundreds of thousands of migrants, and the other wants to shut the border and control this migration. Both reactions are natural and valid. In a "normal" democracy, the two sides would discuss, compromise a little in each side, and come up with a livable solution. But not today because...well...Trump.

This whole thing is so asinine to watch.
